EMS Logistics Policies in Ambulance Dispatching and Hospital Selection
EMS logistics involves two major operational decisions: ambulance dispatching and hospital selection, which largely affects the response time and therebywelfare and safety of patients. The innovation in EMS logistics becomes increasingly imperative, because 1) demand is increasing, 2) resources are getting scarce, 3) healthcare expense is rising, and 4) disasters are increasing in both frequency and impact. Traditional EMS logistics policies need to be complemented to enhance operational efficiency by discovering powerful decision principles and leveraging information and networking technology. This presentation introduces such decision principles, where four logistics policies have been designed by synthesis of the principles, namely preparedness policy, centrality policy, parallelism policy, and 3C policy. These policies are in a simplistic form yet sophisticated in their development process, and show great potentials in reducing response time.
