PHYSICAL FACILITIES COMMITTEE
DECEMBER 3, 2021 | MINUTES


A meeting of the Physical Facilities Committee of the Board of Trustees convened at 10:11 a.m. on Friday, December 3, 2021, in Room 326 of Stewart Center on the campus of Purdue University in West Lafayette, Indiana. Everyone in the room was wearing a mask amid the ongoing COVID-19 pandemic.

All committee members were present in person: Gary Lehman, chair; Sonny Beck; Theresa Carter; Mark Gee; and Michael Klipsch. All other trustees present were: Michael Berghoff; JoAnn Brouillette; Vanessa Castagna; Malcolm DeKryger; and Don Thompson.

Officers and administrators in attendance were: Mitch Daniels, president; Jay Akridge, provost and executive vice president for academic affairs and diversity; Chris Ruhl, chief financial officer and treasurer; Jim Almond, senior vice president, assistant treasurer, and assistant secretary; Steve Schultz, general counsel; Janice Indrutz, corporate secretary and senior executive assistant to the Board; Ron Elsenbaumer, chancellor of Purdue Fort Wayne; and Tom Keon, chancellor, Purdue Northwest.

I. APPROVAL OF MINUTES

Upon proper motion duly made and seconded, the Physical Facilities Committee voted unanimously to approve the minutes of its last meeting convened on August 6, 2021, and an executive session convened on November 16, 2021.

II. APPROVAL TO EXECUTE LEASES

Mr. Rob Wynkoop, associate vice president for administrative operations, requested approval for the university to enter into leases with Aspire at Discovery Park and Fuse Apartments in order to meet projected housing demands for the 2022-2023 academic year enrollment. He explained that both leases would be beneficial because of the two apartment communities’ close proximity to campus. Mr. Wynkoop detailed that the Aspire lease would provide for 400 beds in 140 apartments, with a total lease commitment of $5,040,000 for 12 months, and the Fuse lease would provide for 126 beds in 32 apartments, with a total lease commitment of $1,257,576 for 12 months.

Trustee Lehman asked Dr. Beth McCuskey, vice provost for student life, if she was comfortable with these lease plans. She said yes and explained that the beds would be assigned through the normal housing application process and include meal plans. Trustee Klipsch expressed his understanding, which Vice Provost McCuskey confirmed, that students would pay less for their rooms at Aspire and Fuse than they would if they leased the spaces independently.

Upon proper motion duly made and seconded, the Physical Facilities Committee voted unanimously to recommend full Board approval of the leases. Supporting materials were filed with the minutes.

By consent, the meeting adjourned at 10:16 a.m.
