Senior Director Carol Shelby to retire June 30; resulting organizational changes to Administrative Operations

Dear colleagues,
Carol Shelby, senior director of environmental health and public safety (EHPS), has announced her retirement effective June 30, 2022. Carol has worked at Purdue for over 30 years, most recently playing a critical role in ensuring the public safety of our students, staff, faculty and visitors through the COVID-19 pandemic. Carol led the public health emergency preparedness and response team, served in a number of key roles — coordinating closely with University stakeholders, local government and state officials – and was tireless in her dedication to the campus community.
Carol joined Purdue University in 1991 as the Parking Facilities manager and served as the Radiological and Environmental Management director before being promoted to the senior director of environmental health and public safety, a position she has held for more than 20 years.
During her service as senior director, Carol and her team implemented the Integrated Safety Program, founded the Emergency Preparedness and Planning office, developed the campus integrated emergency management plan, increased the level of emergency medical services, and engaged with campus and community emergency response and environmental compliance partners. She and her team provide consultation to Purdue locations across the state of Indiana. In addition, under her guidance, the Purdue University Police Department earned and has maintained international accreditation through the Commission on Accreditation of Law Enforcement Agencies (CALEA), one of only two universities in Indiana and five in the Big Ten to achieve this key performance accreditation.
In her current role, Carol has responsibility for the following departments:
- Purdue University Fire Department
- Purdue University Police Department
- Emergency Preparedness and Planning
- Environmental Health and Safety Compliance
- Radiological and Environmental Management
With Carol’s departure from the University, the following promotions and organizational changes in Administrative Operations will be effective July 1, 2022.
Jay Wasson will be promoted from associate vice president of physical facilities to vice president of physical facilities and chief public safety officer. In this role, he will be responsible for the newly formed Physical Facilities and Public Safety organization, consisting of the following departments:
- Purdue University Fire Department
- Purdue University Police Department
- Emergency Preparedness and Planning
- Campus Planning, Architecture and Sustainability
- Capital Asset Management
Jay’s extensive public safety experience coordinating multidisciplinary teams to manage the preparation, response and recovery phases of planned and unplanned emergency operations with federal, state and local agencies, coupled with his six years of service with Purdue’s Physical Facilities department, make him well suited to take on the role of Purdue’s chief public safety officer.
Ryan Gallagher will be promoted from senior director of facilities operations to associate vice president of facilities operations and environmental health and will report directly to me. In this role, Ryan will lead the following departments:
- Radiological and Environmental Management
- Energy and Utilities
- Building Services
- Grounds
- Environmental Health and Safety Compliance
- Operations and Maintenance
Ryan has over 25 years of experience in management, demonstrating a progression of responsibilities. For the past five years, he has led and managed the Facilities Operations division, providing safe and reliable facility services to the campus community. The new Facilities Operations and Environmental Health organization is well positioned to provide a comprehensive approach to the safe care and maintenance of our campus.
Previously part of Facilities Operations, the Logistics department, which includes Parking Facilities, Transportation Services and Materials Management and Distribution, will join Associate Vice President Rob Wynkoop’s Auxiliary Services organization. Rob is a thoughtful leader who looks for innovative ways to meet the needs of the University. Rob will continue to lead the University’s Procurement Services, Supplier Diversity, Real Estate, Space Management, Airport operations and Purdue Memorial Union and Stewart Center operations. I appreciate Rob’s willingness to take on this additional responsibility and his continued efforts to advance the organization.
