STATEMENT OF POLICY

The use of Smoking Materials is prohibited on the West Lafayette Campus, except in designated smoking areas. The use of Smoking Materials is also prohibited in all vehicles owned or leased by Purdue University both on and off the campus. Smoking is permitted inside privately owned, closed vehicles. The designation of smoking areas on the West Lafayette Campus may be granted by the Associate Vice President for Facilities Operations and Environmental Health and Safety, who may rescind such designations at any time.

Upon entering the West Lafayette Campus, individuals must extinguish any Smoking Material and dispose of related waste in an appropriate receptacle at the perimeter of the campus.

The sale, distribution, sampling or advertisement of all tobacco and nicotine products is prohibited on the West Lafayette Campus and at Purdue University-sponsored events.

REASON FOR THIS POLICY

Secondhand Smoke is identified as a Group A carcinogen (cancer-causing agent) under the Environmental Protection Agency's (EPA) carcinogen assessment guidelines. It has been shown to cause heart disease, cancer, respiratory problems, and eye and nasal irritation. Secondhand Smoke also causes premature death in nonsmokers and is a preventable health risk.

The EPA has determined there is no safe exposure level to Secondhand Smoke. It is the purpose of this policy to minimize exposure to Secondhand Smoke for all persons on the West Lafayette campus.

INDIVIDUALS AND ENTITIES AFFECTED BY THIS POLICY

All students, faculty, staff and visitors of Purdue University’s West Lafayette Campus.

EXCLUSIONS

Smoking is permitted inside privately owned, closed vehicles.

RESPONSIBILITIES

All Members of the Purdue University West Lafayette Community

  • Observe the provisions of this policy and share responsibility for compliance.

Deans, Directors, Chairs and Department Heads

  • Enforce this policy and use existing disciplinary policies as appropriate in the event of noncompliance.

Facilities Operations and Environmental Health and Safety

  • Review and respond to concerns regarding violations of this policy.

DEFINITIONS

All defined terms are capitalized throughout the document. Additional defined terms may be found in the central Policy Glossary.

Smoking Material
Cigarettes, cigars, pipes, e-cigarettes or any other device used to burn tobacco or other like substances or to vape. 

Secondhand Smoke
A mixture of smoke exhaled into the air and smoke or vapor emitted into the air from a lit cigarette, cigar, pipe or e-cigarette.

University Facilities
Any building, structure, improved or unimproved land, or any part of any such building, structure, or land, which is owned, used, or occupied by Purdue University West Lafayette. This includes university residences, partially enclosed structures such as parking garages, stadiums, and other outdoor arenas and entertainment venues where members of the general public assemble to witness entertainment events, and any part of any such building or structure.

West Lafayette Campus
All University Facilities and any improved or unimproved lands owned or leased by Purdue University West Lafayette including, but not limited to, parking lots, athletic fields, golf courses, tennis courts, parks, playgrounds, the airfield, the gravel pit, and service or maintenance grounds. This term encompasses the entire campus of Purdue University in West Lafayette, Indiana.

HISTORY AND UPDATES

November 18, 2011: Policy number changed to WL-5 (formerly I.4.2) and website address updated.

July 1, 2010: Extensive revisions to the wording of the policy made, including the policy title (formerly the “University Non-Smoking Policy”), and defined smoking areas removed with authority to designate smoking areas granted to Executive Vice President for Business and Finance and Treasurer.

August 1, 2005: Supersedes Office of the Executive Vice President and Treasurer Memorandum No. A-31, dated February 15, 1991. Provides procedures for policy I.4.1, Regulations Governing the Use and Assignment of University Facilities.
