STATEMENT OF POLICY

The Chief Financial Officer and Treasurer (CFO) has responsibility and authority to establish and approve rates for fees and charges as delegated by the Board of Trustees. The CFO may further delegate the review and approval of rates for certain fees and charges to efficiently manage university business activity.

REASON FOR THIS POLICY

This policy affirms the authority granted to the CFO by the Board of Trustees regarding the determination of rates for fees and charges used by the University and stipulates the mechanism by which further delegations may be made.

INDIVIDUALS AND ENTITIES AFFECTED BY THIS POLICY

All faculty and staff involved in imposing fees and charges for programs, services, and goods provided by the University and in processing accounts receivables.

EXCLUSIONS

There are no exclusions to this policy.

RESPONSIBILITIES

CFO

  • Review and make recommendations on all rate proposals that require approval by the Board.
  • With advice from the Deputy CFO and other finance leadership, maintain and promulgate rate approval delegations and procedures.
  • Review for approval all proposals for fees and charges not assigned in the rate approval delegations and procedures.

Deputy CFO

  • Review for approval rate proposals as delegated by the CFO in the rate approval delegations and procedures.
  • Appoint members to the Income Producing Committee.

Vice Chancellors for Finance

  • Review for approval all rate proposals on their campus in accordance with the rate approval delegations and procedures.
