Foreign Gift and Contract Reporting
Preface –
As an Institution of Higher Education who receives contracts and gifts from a foreign source, Purdue is required to report this activity under the three legislative requirements below:

Purdue must file a disclosure report twice a calendar year with the U.S. Department of Education that records any contract or gift from a foreign source which either alone or in combination with all other gifts and contracts with the same foreign source, have a value of $250,000 or more within a calendar year.

In accordance with Section 10339B, Foreign Financial Support, of the CHIPS and Science Act of 2022 (42 U.S.C. § 19040), since Purdue receives NSF funding, it must disclose annually, all "current financial support, received directly or indirectly from a foreign source" which is associated with a foreign country of concern and has a value of $50,000 or more.

This bill supersedes SEA 388-2022. Institutions are now required to disclose any contract or gift of any value with a foreign source located in a foreign adversary to the Indiana Commission for Higher Education.
