The Executive Vice President for Research and Sponsored Program Services have developed this page to provide the most up-to-date information and guidance on what actions researchers should take during periods when the U.S. government administration or U.S. federal agency leadership are going through periods of transition.
NIH 15% F&A Cap
UPDATE: February 13, 2025 - NIH will not implement the Rate Change.
On Friday February 7, 2025 the National Institutes of Health (NIH) released NOT-OD-25-068 : Supplemental Guidance to the 2024 NIH Grants Policy Statement: Indirect Cost Rates which states:
“For any new grant issued, and for all existing grants to IHEs retroactive to the date of issuance of this Supplemental Guidance, award recipients are subject to a 15 percent indirect cost rate. This rate will allow grant recipients a reasonable and realistic recovery of indirect costs while helping NIH ensure that grant funds are, to the maximum extent possible, spent on furthering its mission . This policy shall be applied to all current grants for go forward expenses from February 10, 2025 forward as well as for all new grants issued. We will not be applying this cap retroactively back to the initial date of issuance of current grants to IHEs, although we believe we would have the authority to do so under 45 CFR 75.414(c).”
We are closely analyzing the newly released notice now. We will keep you apprised of further developments and our implementation strategy.

Rhode Island OMB Case - Hearing on Preliminary Injunction Motion is Friday, February 21 at 1:30 p.m. ET.
Non-Profit OMB Case (DC District Court) - Hearing on Preliminary Injunction Motion is Thursday, February 20 at 11:00 a.m.
The Office of Management and Budget (OMB) has rescinded its Jan. 27, 2025 memorandum M-25-13: Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs.
- The president's Executive Orders and agency-specific guidance (see below) remain in effect. Any implicated federal awards that promote Gender Ideology or Diversity, Equity, and Inclusion (DEI) activities should cease work on Gender Ideology and DEIA activities immediately including subrecipients performing Gender Ideology, DEI and DEIA work.
- Please continue to follow all agency directives, stop-work orders, and other official sponsor notices and directives.
- Purdue University has received agency specific guidance that implicates federal awards related to DEI/DEIA from Department of Energy (DOE), Department of State (DOS), Department of Labor (DOL), National Aeronautics and Space Administration (NASA), and U.S. Agency for International Development (USAID ).

Cease Rescinded
- NSF Revises web site to remove reference to January 28, 2025 community letter. Impacted Purdue Faculty/PIs were notified.
- CDC issues a letter rescinding the January 31, 2025 Order to Cease ALL Activities Promoting Gender Ideology. Impacted Purdue Faculty/PIs were notified.
For these implicated federal awards, SPS will be communicating with PIs directly instructing them to cease Gender Ideology, DEI, DEIA, CBP and Justice40 activity (CBP and Justice40 for DOE awards only).
- Expect that any DEI-related aspects will be removed from solicitations or not reviewed as part of the selection process.

It is not clear whether these actions will be temporary or permanent. Some agencies have indicated that there will be further guidance in 90 days. Most have not specified a timeline.

FAQ: Transition in Government Administration and Agency Leadership
How does administration transition impact the agencies I work with?
Each agency may handle the transition differently. It is important that principal investigators continue their research and scholarly activities until they receive specific information or instructions from their agencies or program officers or from Purdue SPS.
Could administrative transition delay deadlines for a grant proposal?
Maybe; we simply do not know. While it is possible that some government systems may not be working during transition periods, principal investigators should continue to prepare and work with Pre-Award on proposals as if there will be no change in grant submission deadlines. Pre-Award will process proposals following the most up-to-date guidelines given by each specific agency.
Should researchers continue to work on their federal contracts and grants?
Yes, researchers should continue to work on their grants and contracts unless they have been advised otherwise, in which case they must follow the federal instructions. Faculty should keep in close touch with their Post-Award administrator. We recommend bookmarking this page and checking frequently for the latest information.
