Requests must be submitted by centralized Department Contacts for College of Agriculture, College of Education, College of Engineering, College of Pharmacy, College of Science, College of Veterinary Medicine, Daniels School of Business, Purdue Polytechnic Institute, and Purdue Northwest.

For all other departments, the request must be submitted by the host or hiring manager.

Who does ISS / PISA Support

The International Scholar Services office (including PISA) supports internationals at Purdue University. Our office does not support requests and/or visits by (i) US citizens, (ii) lawful permanent residents, (iii) asylees, or (iv) refugees. These individuals are considered US persons by law, and they do not require the "international" services for which our office is primarily responsible. 

Departments seeking to invite, host or hire "US persons" are responsible for:

  • Ensuring that such persons receive the correct type of appointment for the activities (in compliance with HR and Provost policies), and
  • Issuing visiting scholar invitations themselves utilizing the correct template
“B” Business Visitors

  • Hiring Manager
    • Must be employed at Purdue, and holding not less than a 50% appointment at Purdue
    • If the Hiring Manager is also incoming to Purdue, then a "co-host" must be identified to facilitate the paperwork with ISS

      • For H-1B, E-3, TN or O-1 visa status, use the "All HEOTN" Intake Form
        • H-1B (and E-3) regulations may impose additional wage considerations on the hire; if a hiring manager knows prior to offer that the chosen candidate prefers H-1B (or E-3) status, it is strongly recommended that a pre-offer immigration wage analysis is obtained at that time to confirm what the required wage threshold for the H-1B (or E-3) status will be.     • Permanent Residence (to work indefinitely, this must be requested in addition to a work visa)
      • For Permanent Residence requests, use the "All PR" Intake Form
        • It is the hiring manager's choice as to whether to offer US permanent residence to a lecturer. The norm for Lecturers is EB-2 “Re-Selection” permanent residence.
        • Purdue policy requires completion of one year of employment prior to filing a request for permanent residence. This means AY hires must complete an AY year; FY hires must complete an FY year. It is the supervisor's discretion as to whether the year must be in the qualfying position or not; supervisors may consider employment in any other position within the unit to satisfy this requirement, if they choose.

    • PISA should be contacted as soon as a decision is made to extend an offer to the Lecturer. 
    • However, if there are concerns about any aspect of the hire or immigration process (such as the required wage rate), OR the timeline is especially tight, please reach out earlier so that we can provide more expedient support.
    • PISA (ISS) does not know that someone has been hired unless the department tell us.

      • Work Visa (to work “now”)
        • Use the "All HEOTN" Intake Form to request the work visa  
          • The norm for faculty is H-1B. In limited circumstances, O-1 visa status might be required.
          • H-1B (and E-3) regulations may impose additional wage considerations on the hire. In most cases, the pre-offer wage analysis is completed during the development and approval of the faculty requisition, in Success Factors. In the case of dual career hires or search waivers, an independent request for wage analysis must be submitted to ISS: use the pre-offer immigration wage analysis request form and submit to intlwage@purdue.edu.  
          • J-1, F-1, F-1 Optional Practical Training (OPT), and J-1 Academic Training (AT) are prohibited for these appointments. If the candidate arrives on campus to start their appointment in one of these statuses, then the appointment must be converted to a visiting faculty appointment, with associated reduction in wage rate and benefits.
      • Permanent Residence (to work indefinitely, this must be requested in addition to a work visa)
        • Sponsorship for permanent residence is required for these appointment categories. If a request for permanent residence is not submitted, PISA (ISS) still will move forward with the default permanent residence process, which is EB-2 "Special Handling" permanent residence, and the account provided by the department for the work visa will also be charged for the permanent residence process.
        • If the department wants a different permanent residence process, then this must be submitted using the "All PR" Intake Form
          • EB-1B permanent residence is more expensive and carries more risk, but may be recommended if the faculty is born in India or China or in limited other circumstances.
    • Research Faculty

Steps to Submitting a Request

The steps involved in submitting a request are (generally):

  1. Decide which kind of appointment has been, or will be, extended to your non-US employee or visitor
    1. For employment (with wages), you HR representative can assist in identifying the kind of appointment, if you are unsure. See https://www.purdue.edu/hr/aboutus/employees.php 
    2. Individuals who will visit from their home institution, such as for purposes of collaboration or meetings, AND who need lab access or Purdue email or other privileges, may need a Visiting Scholar appointment. J-1 visa status is normal for visiting scholars but other situations might utilize other visa statuses.
    3. Individuals who will visit from their home institutions for purposes of attending a workshop or conference, guest lecturing, or engaging in relatively brief meetings, but who do NOT need lab access or Purdue email or other privileges, likely are visiting as a "Visitor". "Business Visitor" visa status is normal for these visits (B-1, Visa Waiver Business, or ESTA)
  2. Verify the ISS Fee that is required for your service. See our webpage listing all ISS Fees. Note - requests for individuals visiting pursuant to Fulbright or other organizations, whose J-1 visas are provided without Purdue's involvement, carry no ISS Fee. Similarly, visits by "Business Visitors" (B-1, Visa Waiver Business, ESTA) carry no ISS Fee. 
  3. Obtain the correct intake form for your request. All intake forms are listed above, in the accordion, by appointment type. 
  4. Complete the entire intake form. In general, all questions must be answered. If you do not understand a question, email PISA@purdue.edu for assistance.
  5. Obtain all required signatures. Note that some colleges require additional signatures for some kinds of requests. 
  6. Email the completed form to PISA@Purdue.edu. Usually, we ask for the CV of the non-US guest/employee to be sent at the same time. If the request is for an employee, please also provide the offer letter. It is best to email everything at once, unless time is short. Our database will email back to you confirmation of the request, once it is processed, and confirm the Case Number for the request. 
  7. Email follow-up questions or communications on the same email chain as the email that confirmed the Case Number. This ensures that your emails and other communications are in the same record within our database. 
  8. Do not email questions about different people or different requests on the email chain relating to an assigned Case. The database will automatically file your email into the "other" request, and if that request is closed, then your email will not be seen.
