International Scholar Services Charges "Recharge" Fees for all Services

International Scholar Services charges fees for each sponsored immigration service we offer. The same fee is charged for each request, regardless of whether it is a first request, or it is a request for an extension. In addition, certain services might involve the payment of government fees.

ISS Fees (recharge rates) are subject to adjustment every year. Rates are finalized in April of each year and are posted each May.

How and When ISS Fees are Processed in iLabs

ISS Fees are debited from Departmental Accounts via Purdue's iLab system. The recharge rate invoiced to the Requestor is the recharge rate in effect at the time of iLab processingpursuant to instructions from Finance.

It is unallowable for ISS Fee rates for one year to be utilized after the end of that fiscal year. Therefore:

  • Requests received up to and including June 1 will be invoiced at the beginning of June, based on the ISS Fee rate for that request type that is current as of May.
  • Requests received on or after June 2 will be charged at the next year's ISS Fee Rate for that request type. Most requests are invoiced at the start of the month that is at least one full calendar month away from the request date. (Thus - a request received on the 10th of Month A will be invoiced in iLabs at the start of Month C -- so that there is the whole of Month B in between the request and the invoice date).
  • Intakes must be fully complete and include an Account number to be considered a "received" Request, and must be signed by a member of the Business Office with $25,000 signing authority (or higher). Signatures may be digital or wet, but may not be "typed" names

  • Purdue policy does not allow permanent residence for staff to begin until they have been employed within the department for one year. For AY positions, the minimum timeframe is 1 AY year; for FY positions, the minimum time is 1 FY year. ISS also recommends that there is at least one performance evaluation prior to commencement of permanent residence.
  • Government processing for this category is extremely slow. We strongly recommend supervisors begin this process promptly after the employee has completed their first year of employment in the position.
  • The individual employee is responsible for the final step in the permanent residence process - the Form I-485 Application to Adjust Status - for the employee themselves and each accompanying family member. Purdue policy prohibits Departments from directly paying the costs of adjustment of status. Rush Fee

ISS will impose a "rush" fee of $250 in those cases where departmental inattention causes the request to be submitted to ISS-PISA with less than the default timeline available (For J-1, E-3 and TN requests: 3 months; for H-1B/O-1 requests: 6 months). Examples of situations involving departmental delay include failure by business offices to timely issue offers, including offer extensions, or failures by host/hiring managers to timely submit requests. A Rush fee will not be charged where the delay is due to grant limits/approvals, slowness of recruitment searches or other sources of delay that are outside the control of the requesting department.

Consultation Fee (hourly)

International Scholar Services is frequently called upon to provide guidance in situations that do not result in a request for a service. Examples include creative faculty hires, proposals for concurrent employment by Purdue and other organizations/agencies, or engagement by Purdue faculty/staff/postdocs/scholars in entrepreneurial endeavors. A Consultation Fee of $250/hour will be levied in situations where

  • The conclusion of such research/work is that an ISS Service is not feasible (and thus no other ISS fee would be collected) and/or
  • The research and undertaking required significant or unusual ISS preparation / research. Advance notice of the Consultation Fee will be required

USCIS Assistance Fee (hourly)

Often, Purdue's international faculty, staff, postdocs and scholars may need to file a Form I-539 Application to Change/Extend status with the USCIS. Doing this avoids the need to travel internationally and obtain a new visa prior to re-entering the USA in the desired visa status. The primary example of this is where individuals in F-1 status (or other statuses in the USA) seek to change to J-1 status. International Scholar Services generally recommends (strongly) that individuals obtain an immigration attorney to assist with this filing. If it is not possible to obtain an attorney, International Scholar Services will provided limited assistance with the I-539 filing, where

  • The I-539 is being filed by the international faculty, staff, postdoc or scholar, and
  • The I-539's purpose is to facilitate the change of the applicant to J-1 status, in order to authorize their activities at Purdue

The I-539 application is considered a personal filing. International Scholar Services can assist only if the applicant (the individual filing the paperwork with USCIS) is the person who holds an appointment or employment with Purdue University. We cannot assist where the I-539 is being filed by a family member of a Purdue employee or scholar, because there is no direct relationship between that person and Purdue.

The fee for this service is $250/hour. It is generally anticipated that in the majority of cases, the service will comprise only one hour of International Scholar Service's time.

  • Permanent residence comprises two steps with two different government agencies. The above costs represent Purdue's burden within that process
  • The individual employee is responsible for the final step in the permanent residence process - the Form I-485 Application to Adjust Status - for the employee themselves and each accompanying family member. Purdue policy prohibits Departments from directly paying the costs of adjustment of status. Because the adjustment application is personal, International Scholar Services does not support these applications.

Please see our the permanent residence sponsorship pages to confirm whether the appointment in question must include permanent residence sponsorship per Purdue policy, whether permanent residence may be sponsored at the department's choice, or whether permanent residence sponsorship by Purdue is prohibited.

  • Best suited to employees who lack research accomplishments and who do not engage in teaching or instructional duties
  • Permanent residence comprises four steps with two different government agencies. The above costs represent Purdue's burden within that process
  • The first two filings are with the US Department of Labor, who does not yet levy a filing fee.

ISS is frequently called upon to provide guidance in situations that do not result in a request for an ISS service.
