Residency

It is common for military-affiliated students to be admitted as an out-of-state resident for tuition purposes. Did you know Purdue provides in-state residence classification for eligible military personnel and their families? As a veteran, dependent or a current member of the military, there are several pieces of federal and state legislation that may qualify the student for in-state residency for tuition purposes. Purdue’s general approach to the implementation of Indiana Law is maintained by the Office of the Registrar on the West Lafayette campus and can be viewed at Purdue’s Residency Office.

Qualified military-affiliated students who are admitted to Purdue University and meet the requirements for an applicable category below may be eligible to apply for resident status for tuition purposes.

The following categories apply to military affiliated utilizing GI Bill benefits.

The Veterans Access, Choice, and Accountability Act (2014) & Choice Act (GI Bill beneficiaries)

A student seeking in-state tuition under 38 U.S.C. § 3679 (The Choice Act) must be using GI Bill entitlement (Ch. 30 MGIB-AD, Ch. 33 Post 9/11, or Ch. 35 DEA) or Vocational Readiness and Employment (Ch. 31 VR&E) for the term in which their resident status will be evaluated. The in-state tuition provisions in Section 417 do not apply to those individuals on active duty who are using benefits under the Post 9/11 GI Bill and Montgomery GI Bill-Active Duty.

  • Section 702: The Veterans Access, Choice, and Accountability Act: (Chapter 33)
    • (Veterans) Provides in-state tuition for veterans and their dependents using the Post 9/11 GI Bill (Chapter 33) or the Active-Duty Montgomery GI Bill (Chapter 30) with certain qualifying circumstances. Qualifying Individuals are outlined on the VA website here: https://www.benefits.va.gov/gibill/post911_residentraterequirements.asp
  • Section 417: Public Law 114-315 Amendment to Section 702: (Chapter 33)
    • Provides in-state tuition for dependents who live in the state in which the public institute of higher learning is located and are using transferred Post-9/11 GI Bill benefits while the transferor (service member) is on active duty. Anyone using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in the state where the IHL is located (regardless of formal state of residence).
  • Section 301: The Choice Act Public Law 115-251 (Amendment to Title 38 U.S.C. § 3679):
    • Provides in-state tuition to veterans using educational assistance under Vocational Readiness and Employment (VR&E) (Chapter 31).
  • Section 1095: Public Law 117-68 Amendment to Title 38 U.S.C. § 3679 (The Choice Act):
    • Provides in-state tuition to dependents using Survivors’ and Dependents’ Education Assistance under the Survivors’ and Dependents’ Educational Assistance Program (Chapter 35)

Non-Resident Veterans (ONLY) Living in a Bordering State (IL/ MI/ OH/ KY) (GI Bill beneficiaries)

A qualified non-resident veteran must meet all of the following requirements to be eligible for Resident status for tuition purposes at Purdue University based on Indiana legislature. The veteran must be degree seeking, have served in Armed Services of the United States or the Indiana National Guard, received an honorable discharge, live in a bordering state, be utilizing GI Bill benefits, and enroll within three years of the veteran’s date of discharge. Purdue’s general approach to the implementation of Indiana Law is maintained by the Office of the Registrar on the West Lafayette campus. (Applicable to PPI and Regional Campus locations)

The following categories apply to military affiliated students NOT utilizing GI Bill benefits.

Active-Duty Military Personnel & Dependents

Full-time, active-duty United States military member (or their dependents), assigned to active duty in the state of Indiana and attending Purdue University as a degree seeking student.

Resident Veterans & Dependents Living in Indiana

Qualified United States military and Indiana National Guard honorably discharged veterans (or their dependents), who enroll within one year of the qualified veteran’s discharge, are eligible for Resident status for tuition purposes at Purdue University based on Indiana legislature and Purdue University Regulations.

Indiana National Guard & United States Military Reserves

Any member of the Indiana National Guard or the United States Military Reserves whose unit is located in Indiana is eligible for resident status for tuition purposes based on Indiana legislature.

Military Personnel Serving on USS Indiana (SSN-789)

Any person who is currently serving or has served a minimum of 180 days on the USS Indiana (SSN-789) is eligible for Resident status for tuition purposes at Purdue University based on Indiana legislature and Purdue University Regulations. If no longer actively serving in the military, the student must have received an honorable discharge and must enroll within 12 months of discharge.
